WTF on EOC Act

Mark also slammed Government for adding a new provision to the Equal Opportunity Act which imposes a $100,000 fine and two years imprisonment on anyone who submits a "frivolous and vexatious" complaint. He said this was oppressive.

Hold on... if a person feels he is not being treated equally, makes a complaint and the EOC finds that there is not enough evidence, is that person liable to face this punitive measure? Is this a way to prevent people from seeking their rights, by putting fear into them?

And just who determines "frivolous and vexatious"?
