Keeping an eye out

Bathers should be aware that no local maritime legislation in Trinidad and Tobago law exists under which boat drivers can be charged & prosecuted for reckless driving following an incident.

That sentence is a direct quote from the travel advisory from the British Foreign and Commonwealth Office. I had commented on the situation before, where in June of 2007 two bathers were in an accident involving a boat. At that time, I pointed out that there were NO LAWS TO REGULATE THE USE OF BOATS IN SWIMMING AREAS!

In the ensuing 3 years, the situation has not change one little bit. Even my 0.1% hope has taken a beating, in that I am not sure that a change of government will help this situation.
